Lets say I have a circle and instead of doing a pocketing operation
I want to do the reverse
Instead of removing the interior of the circle
How can I remove with surrounding area of the circle
Lets say the pieace is about 5 X 5 inches
with a circle in the centre that is about 2 inches in diameter

I don't really know. I don't think it's something I've tried before. Usually what I do to figure stuff out like this is just experiment until I get something that works.

Its called an island pocket. So if you want to make a raised circle, make that your island polyline, then create an arbitrary square or circle that is your stock material you are going to start with and use that as your outer polyline. Then it should generate tool paths that will be between these two polylines leaving your raised circle.
